Chiefly to Bailey concerning the application of Grover Hooker, Superintendent of the Arvada Public Schools in Arvada, Col., for a position in the Jackson school system. Bailey's letter to the Jackson Board of Education states facts that he feels should be considered in formulating a three year school expansion program.
